Council Tax Reduction

Council Tax Reduction (sometimes called Council Tax Support) can reduce the amount of Council Tax you pay — in some cases to zero. The scheme is run by your local council, and eligibility depends on your income, savings, and circumstances. It is one of the most widely available forms of support, with millions of households receiving some level of reduction.

If you receive Pension Credit Guarantee Credit, you may be eligible for a full reduction — meaning you pay no Council Tax at all. For a Band D property, this could save over £2,000 per year depending on your area. For working-age claimants, each council sets its own scheme, so the rules and maximum reduction vary by area. Most councils offer a reduction of up to 75-100% for those on the lowest incomes.

Beyond Council Tax Reduction, several other discounts and exemptions may apply. The single person discount gives 25% off if you are the only adult in your household (certain people, such as full-time students and people with severe mental impairment, are "disregarded" and not counted). The severe mental impairment exemption can provide a 25% discount or full exemption depending on household circumstances. Some properties are entirely exempt — for example, if all occupants are full-time students.

The disability reduction scheme is separate from Council Tax Reduction and can be claimed alongside it. If your home has been adapted for a disabled person (or has features essential for their wellbeing, such as a downstairs bathroom or extra space for a wheelchair), your property is moved down one Council Tax band. This can save several hundred pounds per year and applies regardless of your income.

Frequently Asked Questions

Who may be eligible for Council Tax Reduction?
People on low income or receiving qualifying benefits such as Pension Credit Guarantee Credit, Universal Credit, Income Support, or income-based JSA. Each council sets its own scheme for working-age claimants, so eligibility rules and maximum reductions vary by area. Pension-age claimants follow a national scheme that is generally more generous.
How much could I save?
If you receive Pension Credit Guarantee Credit, you may be eligible for a full reduction — potentially saving over £2,000 per year for a Band D property. Working-age claimants on the lowest incomes may receive reductions of 75-100% depending on their council's scheme. Even a partial reduction can save hundreds of pounds per year.
How do I apply for Council Tax Reduction?
Apply through your local council, usually via their online form. If you claim Pension Credit, the DWP may pass your details to the council automatically. You will need proof of income, savings, benefits received, and details of everyone living in your home. Reductions usually start from the date you apply, so apply as soon as possible.
What is the single person discount?
If you are the only adult living in your home, you may be entitled to a 25% discount on your Council Tax. Certain people are "disregarded" and not counted — including full-time students, people with severe mental impairment, and live-in carers. So if you live with someone who is disregarded, you may still qualify for the single person discount.
What is the Council Tax disability reduction?
If your home has a room (other than a bathroom, kitchen, or toilet) mainly used by a disabled person, has been adapted for wheelchair use, or has an additional bathroom or kitchen for the disabled person's use, your property moves down one Council Tax band (e.g., Band D to Band C). This applies regardless of income and can be claimed alongside Council Tax Reduction.
